State Flex Program Reauthorization

In the 117th Congress, H.R. 6400, the Save Rural Hospitals Act, was introduced by Rep Sam Graves (R-MO) and Jared Huffman (D-CA). Title IV of this bill reauthorized and modernized the Medicare Rural Hospital Flexibility (Flex) program. We ask that Congress introduce and pass this Flex modernization language in the 118th Congress.

State Offices of Rural Health Appropriations Request

In December 2022, Congress reauthorized the SORH program and the President signed the bill into law as Public Law No: 117-356. This law authorizes the SORH program through fiscal year 2027, however, additional funding is needed for the state offices. Through the annual appropriations process, we ask Congress to increase the funding for SORH’s to $18 million in Fiscal Year 2024.

This fact sheet provides SORH with a compilation of tools and resources for use in the process of environmental scanning (eScanning). Results of the SORH Core Proficiencies self-assessment indicated the need for resources on eScanning. This effort began with the presentation “SORH Environmental Scanning during the COVID-19 Pandemic” during the 2020 NOSORH Annual Meeting. In that session, SORH shared their eScanning efforts and offered tools and resources they use to streamline efforts. Tools and resources shared during the presentation were compiled for review and edited by the NOSORH Educational Strategy Committee.

An individual’s positive and negative experiences in childhood and educational attainment are known as key components to healthy outcomes in adulthood. As health care partners continue to understand the impact of the social determinants of health—the 80-90% of factors that impact health outcomes—the role of an individual’s childhood experiences is important to recognize. This fact sheet summarizes adverse and positive childhood experiences and offers steps that State Offices of Rural Health can take to communicate, educate, collaborate and innovate with their rural communities.
